James Hornett
Director of Business and StrategyJames’s background is rooted in the commercial sector, more recently diversifying into the leisure, library and heritage sectors. James’s specialisms in transformation, bidding, commercial management and business leadership, best place him to bring about innovation to the delivery model for PCHLL services. His passion is to ensure they continue to create a legacy in the city for future generations.
James is driven by the opportunity to have new experiences and challenges and excels at looking at situations from a different perspective and delivering effective and deliverable routes to change.
Ian Spence
Director of OperationsAn accomplished environmental management professional with over three decades of
experience, spanning various facets of the industry. Ian’s extensive career has equipped him
with expertise in transport and operational management, sales and sales management, and
the management of waste and recycling facilities.
He has held pivotal roles in multi-national companies. Ian’s versatile skillset includes acquisitions and integration of acquired entities.
At PCHLL, Ian is responsible for the efficient operation of leisure and culture services. Including, gyms and leisure centres, libraries and archive services, Peterborough Lido, Flag Fen Archaeology Park and Peterborough Museum & Art Gallery.
Oliver Haywood
Local Government OfficerBorn and raised in Peterborough, Oliver’s professional journey reflects his dedication to excellence and quality in service delivery. His career commenced in the financial sector where he honed his skills in risk management, trading strategies, and client advisory services.
Transitioning to social care, Oliver joined Peterborough City Council, where he has gone on to hold a number of roles within children’s services, Public Health and Adult Social Care.
Oliver is the Director of Commissioning for Peterborough City Council and has extensive experience in commissioning and commercial operations. Oliver was previously the Joint Assistant Director of Commissioning for both Cambridgeshire County Council and Peterborough City Council.
Oliver graduated with a BA in Economics from Leeds before going on to undertake his postgraduate studies in Law.
Oliver is a strong advocate for excellence, stakeholder involvement, sustainable growth and
development and is committed to social value and the importance of enabling people to access
cultural heritage and leisure services in the community.
